Sure, Peleros was located on the outskirts of the central region. However, it still chose not to dispatch any combat force even as an allied kingdom nearby was under attack.

Which meant that either Peleros chose to forsake said allied nation, or it has successfully delayed participating in the conflict via diplomacy!
