"Officer Fang, you can't solve cases based on guesses alone. You need evidence," Su Momo looked up at Fang Rui, "Even if there was evidence, it's not illegal for someone to arrange their own kidnapping, is it?"

Fang Rui indeed had no evidence. All the evidence showed that the Qi sisters had kidnapped Su Momo, and they had confessed to the crime. It was possible that they had initially planned to kidnap Su Momo, but Su Momo had turned the tables on them, using their kidnapping to achieve her own goals.
